Lesotho experienced total crop failure in 2002/2003 and the harvests for 2004 were estimated to produce only 10% of the necessary food. In June 2004 famine was imminent. Food distribution was necessary and was ultimately successful in averting widespread famine. Lesotho has in subsequent years been experiencing an improving economy up until the global financial crisis, but its status as a country within a country (South Africa) and the effects of extreme levels of HIV/AIDS and income inequality where 2/3 of the population lives under the poverty line makes it dependent on outside assistance. Emergency Food Supplies for more than 110,000 people was provided in June and September of 2004.
