Following heavy rains, this short emergency relief project was implemented in Pathein Township plus riverbank areas of Ayeyarwaddy, Yangon and Bago Division. It was a relatively minor flooding event that was soon overshadowed by the tsunami that flooded the delta in December of 2004. It is a recurring disaster prone area, because cyclones such as “Nargis” starting in the Bay of Bengal can easily lead to massive storm surges while four rivers that empty into the delta can fill it when the rains are heavy. Dikes are in place, but are in many ways contributing to the problem because they prevent the replacement of silt naturally deposited there and so the delta is sinking exacerbating the vulnerability.
